CAPITAL PLANNING COMMITTEE
M I N U T E S
OCTOBER 25, 2001
Chm. Buchele called the meeting to order at 7:10 p.m.
Present: R. Buchele, B. Tolda, M. Long, K. Karowski
Safety Complex: Still hopeful. B. Tolda has a contact at Frasier Assoc. who is currently working on a complex for a town our size and is willing to offer advice. Bruce will contact him.
School Building Committee: Proceeding with soil and well testing at both buildings. Hope to come to a decision of proposal soon regarding new building or addition to current structures. If they cannot agree on a recommendation as a committee they will let town decide at a future town meeting.
Heating System at Town Office: No progress
Secretary for Committee: Patti Hillenbrand has expressed interest. Bruce will contact her and offer her the position at $275/year.
On a motion by K. Karowski, seconded by M. Long it was voted to submit an amount of $275 for Secretary and $125 for supplies. This reflects no increase but a $25 transfer of funds from Secretary to Expense. It was also agreed to change the Secretary’s pay to an annual stipend rather than an hourly rate based on approximately 25-30 hrs. of service. Service to include attending meetings, preparing minutes, and updating spreadsheet. Motion carried unanimously.
On a motion by B. Tolda, seconded by M. Long it was voted to approve the letter drafted by R. Buchele to the town departments for capital planning requests for FY’03.
Finance Committee Chm. G. Allen has questioned the future role of the Capital Planning Committee with the anticipated library, school and safety complex projects. Committee will ask Town Accountant to come to a future meeting and give his recommendation as he has written a handbook on capital committees.
