Town of Williamsburg
Capital Planning Committee
M I N U T E S
January 25, 2006
Present: W. Sayre, R. Buchele, K. Smith and L. Warriner. Denise Bannister
Absent: K. Karowski
Meeting was called to order at 7:15 p.m.
John Cotton, Chief of Police discussed the department’s capital needs and brought us up to date on the status of the department. The two chimneys in the building will need repointing, the building exterior will need painting and residing, and the windows would ideally be replaced.
The Chief wants to move the 2000 cruiser with 80,000 miles to replacement in FY2008, the 2005 cruiser to be replaced in 2012 and the Explorer 4x4 to be replaced 2007. He feels that 2 cruisers and a 4x4 are necessary for the safety of the town.
The Department also would like to build a 3 bay metal pole-building out behind the present building to house the vehicles. He feels this is necessary for the longevity and protection of the equipment.
Denise Bannister talked to the committee concerning the establishment of a Capital Budget for the Town. She said she was in favor setting this up and discussion ensued about whether it would be a % of total Town expenditures or a budget number, both based on prior years. Sayre will provide historical data for this at the next meeting and then a letter will be forwarded to the Select Board detailing our recommendations.
Don Lawton, Fire Department Chief, came in to discuss his department’s submitted forms. There are no changes to the plan from previous years. There was a general discussion of the pole-building for the Police Dept., the Police Department building improvements and the potential for a Safety Complex in the future.
The next meeting will be on Feb. 22, 2006.
Motion to adjourn was passed at 8:30.
Wm. B. Sayre
