M I N U T E S
April 15, 2008


Present:  William Sayre, Bob Buchele, Kit Smith, George Mathers
Visitors:  Mary Gabrielson, Dave Mathers, Steve Herzberg, Fred Venne, Charlene Nardi, Denise Bannister, Lisa Wenner.

The meeting was called to order at 7:05 pm.

The minutes of 3.20.08 were approved unanimously.

The current version of the Capital Budget and Capital Improvement Program were reviewed.

There has been a shift in procedure for approval of capital items from departments that the Select Board has budgetary control over.  Those departments are to submit their requests to the Select Board for approval before they are submitted to the Capital Planning Committee.

Fred Venne and Charlene Nardi made a brief presentation and answered questions about the School Committee’s future request for the renovation of the ATD school building.  The state is currently studying the need for the renovation with the next step being a feasibility study.  The state funding process has been changed to “pay as you go” with a range of reimbursement between 50 – 60%.  The town’s bond rating will be in an improved position by the time this project comes to a town vote for approval, possibly in 2011.  Sayre pointed out that the annual cost for the renovation is currently projected at around $380,000 and represents a four-fold increase over any other project currently being funded, including the Hampshire Regional renovation.  The gym renovation would be proposed as a separate project.

Lisa Wenner and Nick Dines made a presentation on the installation of a wrought iron fence behind the Meekins library.  They will inquire further about the integrity of the wall that the fence will go on top of and to see if any permits are required.  The project entails donated labor to replace some of the capstones and painting and installation of the fence.  The fence has been bought by the Friends of Meekins Library and will become the property of the town when it is installed.  

The next meeting is scheduled for April 29, 2008, 7:00 pm.
